When a repair turns into a re-roof, what changed in 2022, and how to tell if the rule applies to your Valrico home.

The Florida 25% roof rule says that if more than 25% of a roof or roof section is repaired or replaced within 12 months, that whole roof or section must be brought up to current code. Since 2022, the rule only applies that way to older roofs: if your roof was built to the 2007 Florida Building Code or later, only the repaired part has to meet code. It's one of the rules we check on every roof leak repair in Valrico, FL.

How the Florida 25% roof rule works now

Hillsborough County spells it out on its re-roof inspection page:

Roof installed before the 2007 code

If more than 25% of the total roof area or roof section is replaced or recovered in any 12-month period, the whole roof system or section must be brought up to current code.

Roof built to the 2007 code or later

Only the part being repaired or replaced has to meet current code, however big the repair.

What changed in 2022

Before 2022, many homeowners heard that "if 25% of the roof is damaged, insurance has to replace the whole roof." A 2022 change to Florida law means that if the undamaged part of the roof meets the 2007 code, only the damaged area needs repairing. That shifted more roofs from replacement to repair, and more of the cost onto homeowners when only part of the roof is damaged.

Why it matters in Valrico

A lot of Valrico homes, including most of River Hills (built 1989 to 2005) and many in Buckhorn Preserve and Twin Lakes, still have roofs installed before the 2007 code. On those roofs, a large repair can turn into a re-roof of that section. On newer roofs, a repair stays a repair.

How to use the rule in practice

  1. Find out when the roof went on.Permit history, purchase papers or an inspection.
  2. Measure the damage. We measure the area to be repaired against the roof or section.
  3. Check your policy.Law and ordinance coverage decides whether insurance pays for code upgrades.
  4. Get it in writing. Our estimate says whether the Florida 25% roof rule applies and what that means for your job.

25% roof rule questions

What is the 25% roof rule in Florida?

A Florida Building Code rule: if more than 25% of a roof or roof section is repaired or replaced in any 12-month period, that whole roof or section must be brought up to current code. Since 2022, it only applies that way to roofs that weren't built to the 2007 code or later.

Does the 25% rule apply to my roof?

If your roof was installed to the 2007 Florida Building Code or later, only the repaired part has to meet current code. If it's older than that, a repair over 25% can mean the whole section must be redone.

Does the 25% rule mean insurance pays for a new roof?

Not automatically. It's a building code rule, not an insurance rule. Whether your policy pays for the extra work depends on its law and ordinance coverage.

How do I know when my roof was installed?

Check the permit history with Hillsborough County, your home purchase paperwork, or a past insurance inspection. We can also check the roof itself for clues.

Is the 25% counted on the whole roof or one side?

The code talks about the roof area or roof section. How sections are measured on your house is something your roofer and the county inspector work out.
